“In a small but nationally representative survey, more than 30 percent of those who had their grants converted to loans said they either didn’t know they had to certify or found the process challenging.”
Sounds like the requirements for maintaining the grant were not clear and there were a lot of hassles involved. Needs a behavioral intervention/redesign?
